President Isaac Herzog addressed the joint plenary of the Romanian Parliament during his state visit to the country on Monday, praising US President Donald Trump and US Secretary of State Marco Rubio for their role in negotiating the recently signed deal between Lebanon and Israel.
“The most recent Memorandum of Understanding (MoU) between Israel and Lebanon, signed in Washington a few days ago, is a major breakthrough for peace and can serve as a cornerstone moving forward,” Herzog said in his address.
“I thank President Trump and Secretary Rubio and the Administration for sponsoring this important step, and I call upon the European Union and the international community to support it, to support the stability and economy of Lebanon, and the security of Israel. ”
Israel-Lebanon framework agreement includes disarming Hezbollah
The framework agreement signed by Israel, Lebanon and the US last week has 14 points, including commitments from Israel to begin a phased withdrawal from Lebanese territory
The agreement would also require the Lebanese Armed Forces (LAF) to retake total sovereignty over its territory by disarming Hezbollah and other terrorist infrastructure.

The agreement also established the US as the monitoring body that will oversee and verify the transfer of territory in designated “pilot zones” from IDF to LAF control.
Prime Minister Benjamin Netanyahu praised the agreement last Saturday, stating that it “strengthens Israel and Lebanon, and weakens Iran and Hezbollah.”
“For Lebanon, this framework provides a genuine pathway out of a long crisis,” a statement announcing the agreement read. “For Israel, it creates a verifiable path to removing the persistent threat on its northern border.”
Herzog went on to address the war with Iran, stating that the explicit goal of the joint operations was “to prevent Iran from getting nuclear weapons.”
The Israeli President praised Trump and Netanyahu for their leadership during the war and stressed to the Romanian Parliament that Israel was committed to peace and a diplomatic off-ramp to the conflicts across the region.
Herzog ended his address by thanking the “Romanian government for standing shoulder-to-shoulder with Israel, in defense of regional resilience, in defense of the moral architecture we have all worked to build.”
