Greer warns Airbus loan raises uncertainty over U.S.-EU aerospace trade truce

U.S. Trade Representative Jamieson Greer warned Monday that European financing for Airbus was creating “substantial uncertainty” for transatlantic aerospace trade, raising a fresh dispute over a deal that pauses U.S. duties on certain European Union imports.

In an October 26 statement, Greer criticized a record European Investment Bank financing package for Airbus and said USTR still lacked details despite repeated requests. He urged a resolution to avoid violating the terms of the large civil aircraft agreement.

The statement did not announce new tariffs or an end to the pause in duties. Greer’s criticism is the U.S. administration’s position, not a finding that the financing has breached the agreement.

A €3 billion financing envelope

The EIB announced June 29 that it had signed an initial €1 billion loan with Airbus, the first tranche of a €3 billion financing envelope. The full envelope was the largest corporate loan package the bank had authorized.

The financing supports planned research and development through 2030, with projects in France, Germany and Spain covering commercial aviation as well as security and defense systems, the bank said.

EIB President Nadia Calviño described the operation as support for Europe’s technological autonomy and industrial competitiveness. Airbus Chief Financial Officer Thomas Toepfer said the terms and flexibility would help the company manage its balance sheet and sustain long-term investment.

Market terms at the center of the dispute

Greer said the agreement to pause duties rested on a mutual commitment to finance large civil aircraft manufacturers on market terms. He argued that the EIB package warranted scrutiny and said the issue should be settled promptly to preserve market-driven production.

The EIB’s June announcement describes long maturities and flexible financing terms, but it does not provide the interest rate or the detailed pricing information needed to compare the loan with market financing.
