The General Services Administration said Tuesday it has expanded its agreement with Anthropic to give government buyers a 40% discount on usage of Claude AI models, with no minimum purchase requirement.

The change brings a pay-for-what-you-use option to GSA’s OneGov program. Rather than commit to a minimum order, participating agencies can pay for the amount of model usage they consume, the agency said.

GSA said the discount covers token-based usage across Claude models available to government buyers. Tokens are the units used to measure the text and other information an AI model processes and produces, making the arrangement a usage discount rather than a promise of a fixed total bill.

Eligibility extends beyond the federal executive branch. GSA said federal legislative and judicial agencies, state, local and tribal governments can also access the offer, with ordering paths through Anthropic, resellers and major cloud platforms.

Anthropic said its expanded agreement provides a 40% discount across Claude Enterprise, Claude for Government and the Claude API, and also extends to territorial governments. The company said direct purchases are available now, while access through cloud providers will follow in the coming months.

That timing distinction matters for buyers: the announcement broadens eligibility, but agencies should not assume every purchasing route is available immediately. Anthropic said agencies can buy at the OneGov discount through GSA’s Multiple Award Schedule today.

The company also announced a program to help agencies implement Claude, expected to arrive in the coming weeks. It said roughly 500 federal, state and local government organizations already use the technology, with weekly active users of Claude for Government up about eightfold since February. Those adoption figures are Anthropic’s own measures.

GSA said the offer includes environments authorized under FedRAMP, the federal cloud-security review program, for sensitive unclassified work. Anthropic said Claude for Government is available at the FedRAMP High authorization level, while Claude Enterprise is still in the process for FedRAMP Moderate authorization. The announcement does not make all versions of the service interchangeable for every government workload.

Anthropic estimated the discounts could save government buyers $1 billion. That is the company’s estimate, not a guaranteed saving or an announced federal spending commitment. The amount an agency saves will depend on what it buys and uses.
