President Isaac Herzog will begin Israel’s government-formation consultations with the smallest parliamentary factions first, his office said in a statement Monday, November 2. The meetings will open Wednesday, November 4, at 5 p.m. Israel time at the President’s Residence, with Religious Zionism-Zehut first.

The President’s Office said the change is intended to allow a wider examination of the options before Herzog meets the largest factions. He wants to hear every faction’s position and explore whether other approaches could help reach agreements on a government. The statement was released Monday.

Representatives of Shas and Yisrael Beytenu are also scheduled to meet Herzog Wednesday evening. The remaining factions will follow Thursday, in ascending order of seats, with Yashar and Likud at the end of the schedule.

Herzog has not ruled out another round of consultations if needed, his office said. After hearing the factions’ recommendations and holding any further consultations, he will announce which Knesset member is to be tasked with trying to form the next government. The meetings themselves do not decide who will become prime minister.
