The Netherlands laid out a €1.2 billion, three-year plan for Ukraine’s recovery Wednesday, directing support toward energy repairs, water systems and business activity as the country faces another difficult winter.
The announcement details how the government will spend money already pledged, rather than adding €1.2 billion in fresh funding today. It covers €878 million in non-military support from the coalition agreement and another €327 million announced on Budget Day, according to the Dutch government’s October 28 release.
Foreign Trade and Development Cooperation Minister Sjoerd Sjoerdsma announced the package during a visit to Kyiv. The government said the bulk of the support targets the energy and water sectors, where Russian air strikes have damaged infrastructure.
Energy repairs and equipment deliveries
The Netherlands will contribute €40 million to the Ukraine Energy Support Fund before the end of 2026. The money is intended for urgent replacement and repairs to the energy system.
Support will help repair damaged installations, stockpile emergency supplies and train specialist personnel for the energy and water sectors. A further €55 million in in-kind energy support will allow equipment from Dutch companies to reach Ukrainian partners through the Netherlands Enterprise Agency.
The full package runs over three years. It is not a promise that the entire €1.2 billion will be delivered this winter.
Business support includes export insurance
The government allocated €136 million to initiatives including the Ukraine Partnership Facility, aiming to give Dutch companies a larger role in recovery and reconstruction.
It will also enlarge an existing export-credit insurance facility with an additional €19.5 million on top of the existing €60 million. That insurance is intended to reduce the risks facing businesses exporting to Ukraine; it is not the same as a cash grant.
Sjoerdsma is visiting with Coen van Oostrom, president of the Dutch employers’ organization VNO-NCW, for talks with Ukrainian officials and Dutch businesses about business relations, cooperation and obstacles to investment.
The release says Sjoerdsma and Ukrainian Economy and Environment Minister Oleksandr Kravchenko will sign a declaration of intent for a €10 million Dutch contribution to the Industrial Ramstein initiative. It would help repair and modernize Ukrainian production capacity through deliveries of machines, equipment and other goods. The announcement describes the signing as a planned step, not a completed agreement.
The package also covers housing, humanitarian assistance, healthcare, mental health, demining, democracy, the rule of law and cultural heritage. Much of the support will flow through the European Bank for Reconstruction and Development, the World Bank and the European Investment Bank, the government said.
