Democratic Rep. Henry Cuellar has won a 12th term in Texas’s 28th Congressional District, defeating Webb County Judge Tano Tijerina, a Republican, in one of the cycle’s most closely watched races.

The Associated Press called the race for Cuellar at 12:31 a.m. ET, the Washington Examiner reported. The New York Post also reported his victory.

The district, anchored by Laredo on the Texas-Mexico border, was redrawn by Texas Republicans in 2025 and was carried by President Donald Trump in 2024. Cuellar, a centrist who has broken with his party on border and immigration policy, announced his run for a 12th term after Trump pardoned him; the congressman had been indicted during the Biden administration.

The result is a media race call, not election certification.
