France Moves to Force Reporting of Self-Custodied Crypto Worth EUR 100,000 or More

The French National Assembly has adopted an amendment that would require taxpayers to report self-custodied cryptocurrency holdings totaling at least 100,000 euros (about $112,000) to tax authorities, Cointelegraph reported – though the measure is far from becoming law.

The amendment, known as I-2701, was adopted Tuesday as part of the 2027 Finance Bill. The 100,000-euro threshold would be assessed on Dec. 31 of the relevant tax year, and would cover crypto held outside of regulated platforms, in wallets controlled directly by their owners.

But the amendment only survives if the budget does. The Assembly has twice postponed its vote on the budget’s revenue section, and a likely rejection there could bring down the entire bill – including every amendment already adopted, Faustine Fleuret, global head of public affairs at crypto lending protocol Morpho, told Cointelegraph. The Assembly faces a Nov. 17 deadline to complete its first reading, and Senate debate is scheduled to begin Nov. 20.

The vote is one of a flurry of crypto tax measures moving through Paris this fall. On Friday, lawmakers rejected two proposals that would have applied exit taxes to unrealized crypto gains when taxpayers move their tax residence abroad. An earlier amendment, approved Oct. 16, would tax gains from converting crypto into certain stablecoins. A separate proposal to exempt small crypto payments for goods and services from tax was defeated.

What it means: nothing changes for French crypto holders today. But if the reporting rule survives the budget fight, holding six figures of bitcoin or ether in a private wallet would become something the tax office expects to hear about – a sign of where European crypto regulation is heading even when the laws themselves keep stalling.
