Major pavement work on a nearly five-mile stretch of Interstate 95 in Westchester County is finished, bringing an $86.7 million road improvement project to substantial completion on a corridor used by about 120,000 vehicles a day, New York officials announced Thursday.

The work covers the New England Thruway between Pelham Manor’s exit 15 and Mamaroneck’s exit 18A. For commuters and businesses that depend on the route, the project replaces deteriorated pavement and upgrades the road surface along a heavily traveled link through Westchester.

Not all work is done. A New Rochelle overpass still requires work coordinated with Metro-North track closures, and a separate pavement project farther along I-95 between Mamaroneck and Rye is scheduled to run through the end of 2027.

What the $86.7 million project delivered

The Thruway Authority’s project covered about five road miles, or 30 lane miles when the individual traffic lanes in both directions are counted. Crews removed and replaced the most deteriorated pavement between mileposts 4.0 and 8.8 and applied a two-course asphalt overlay.

The work also included joint and curb repairs, bridge rehabilitation and repaving, and repaving of 12 interchange ramps. Officials said the joint and curb repairs were intended to extend the highway’s service life and reduce the need for temporary repairs.

More than 800 LED lights were installed in the tunnel beneath Metro-North Railroad’s Larchmont station. The state described the lighting as a public safety improvement.

Why the corridor matters for commuters and commerce

About 120,000 vehicles travel the project corridor each day, according to the state. That traffic includes people traveling between Westchester communities and businesses using the road to move workers and goods.

The scale of daily use makes pavement condition and recurring repair work important to the corridor’s reliability. Officials presented the improvements as support for commuters, communities and commerce, but the announcement did not provide a measured reduction in travel times or a dollar estimate of benefits to businesses.

Work remains in New Rochelle and farther north

Mount Vernon-based contractor DeFoe Corp. will continue working with Metro-North to arrange track closures needed to finish work on an I-95 overpass above railroad tracks in New Rochelle. The announcement did not give a completion date for that remaining overpass work.

The separate $39.7 million Mamaroneck-to-Rye pavement project began earlier this year and is scheduled for completion by the end of 2027. Its timetable is distinct from the substantially completed Pelham Manor-to-Mamaroneck project.

The state said the work is part of nearly $200 million in Thruway Authority investment on I-95 since 2023. That wider program also includes a $61.8 million pavement project in the Bronx and southern Westchester that was completed in 2025.
