A Securities and Exchange Commission proposal addressing how broker-dealer financial and recordkeeping rules apply to crypto assets has reached White House regulatory review, a federal review record shows.
The Office of Information and Regulatory Affairs received the proposal on November 3. The record lists it as a proposed rule under pending Executive Order 12866 review and classifies it as economically significant.
Financial responsibility and records
The proposal is titled “Amendments to Broker-Dealer Financial Responsibility and Recordkeeping and Reporting Rules Regarding Crypto Assets” and carries regulatory identification number 3235-AN48.
The SEC’s regulatory agenda entry says its Division of Trading and Markets is considering recommending changes to Rules 15c3-1 and 15c3-3 and other broker-dealer financial responsibility rules, along with Rules 17a-3 and 17a-4, to address their application to crypto assets.
The review puts the rules governing brokers’ handling of crypto assets on the federal rulemaking agenda, connecting digital-asset activity with the financial safeguards and records firms maintain. The docket remains at the proposal stage and lists no legal deadline.
