Iran’s Supreme Leader Mojtaba Khamenei called for fulfillment of conditions already put forward by Iranian officials to end the war, according to a statement published by his office Tuesday, as President Masoud Pezeshkian met Russian President Vladimir Putin in Moscow.

The statement followed a meeting with Mohsen Rezaei, secretary of Iran’s Supreme National Security Council. It said Khamenei stressed pursuing the rights and interests of the Iranian people and what Tehran calls the “resistance front” through fulfillment of officials’ conditions, with the aim of ending the war and the state of “neither war nor peace.”

The published text did not list those conditions or announce a new peace proposal, negotiating timetable or ceasefire agreement. It also did not say Iran had accepted terms from another government.

Khamenei’s office said the meeting covered national and regional security through management of the Strait of Hormuz, stronger relations with neighboring countries based on mutual interests, and coordination across political, economic, cultural and security institutions. Rezaei briefed him on conditions in the country and work under way, the statement said.

Separately, the Kremlin confirmed that Putin and Pezeshkian met Tuesday on the sidelines of the eighth Gas Exporting Countries Forum summit. Putin said the two had discussed the regional situation privately and expressed hope that developments would move in a positive direction.

Putin said Russia was fulfilling its commitments on joint projects, including continued construction at the Bushehr nuclear power plant. He said bilateral trade rose 10.4% in the first eight months of the year.

Pezeshkian thanked Russia for political and economic support, according to the Kremlin’s published transcript. Neither that transcript nor the Iranian leader’s statement announced an agreement to end hostilities.
