Democrat Katy Padilla Stout has won Texas’s 23rd Congressional District, defeating Republican Brandon Herrera and flipping a traditionally Republican seat along the U.S.-Mexico border.

Herrera conceded the race, News4 San Antonio reported. The Associated Press called the race for Stout at 1:05 a.m. ET, the Washington Examiner reported, and NBC News projected her the winner. Fox News projected that Herrera would lose the seat. CBS News had not called the race.

The district stretches from the San Antonio area west to El Paso and covers a large portion of the U.S.-Mexico border. The seat had been vacant since Republican Rep. Tony Gonzales resigned in April amid a House Ethics Committee investigation. Herrera, a firearms manufacturer and YouTube personality known as “The AK Guy,” secured the Republican nomination after Gonzales’s resignation. Independent candidate Ben Mendoza was also on the ballot.

The result is a media race call, not election certification.
